When police officers who had stopped a person suspected of selling heroin ordered him to remove his shoes in order to prevent his flight while they conducted further inquiry, they exceeded the bounds of an investigatory stop, and probable cause for detaining the defendant was required. A statement made by an unknown informant to officers in a police cruiser, telling the officers that she had recently been in a bar with a man named Leon, who was selling heroin, and giving a detailed description of the man and his clothing, did not give the officers probable cause to arrest a man matching the informant's description whom they saw in the neighborhood of the bar a short time later.
